1. Scope and Applicability

This document establishes the standard catch verification requirements for the Marco Sportfishing Club (MSC). These protocols govern all club-sponsored tournaments, the Leaderboard, Fish of the Month (FOM), the Triple Crown, and any other MSC-sponsored fishing competitions unless otherwise stated.

Compliance with these verification standards is required for catch recognition.

Event Leader Authority: Event Leaders may modify or waive specific verification requirements for their individual tournaments only when those exceptions are clearly stated in the event's published rules and remain consistent with current Florida Fish and Wildlife Conservation Commission (FWC) regulations.

2. General Verification Requirements

Except for Tarpon, all qualifying catches must be documented with a high-quality digital photograph.

The photograph must clearly show:

          • The entire fish from the tip of the snout to the end of the tail.
          • The fish positioned beside an approved measuring device.
          • The fish lying flat with its mouth closed.
          • The complete measurement with the markings clearly visible and legible.
          • A camera angle directly above the fish whenever practical to minimize measurement distortion.

Photographs that do not clearly document the measurement may be rejected by the designated reviewer.

3. Tarpon Verification Protocols – Triple Crown Tournament

Tarpon require specialized handling to promote conservation and proper catch-and-release practices. To qualify for the Triple Crown Tournament, all Tarpon entries must comply with the following requirements:

  • No Gaffing: Any Tarpon that has been gaffed is automatically disqualified.
  • Verification Photograph or Video: The submitted photograph(s) or video must clearly demonstrate that the Tarpon was caught and brought alongside the boat while remaining in the water. Whenever practical, the photograph or video should also show the angler or crew member touching the leader as additional verification that the fish was brought under control. For anglers fishing alone, a clear photograph or video showing the Tarpon alongside the boat while remaining in the water satisfies the minimum verification requirement.
  • Fish Handling: Tarpon exceeding 40 inches must remain in the water at all times. Anglers should minimize handling time and follow current Florida Fish and Wildlife Conservation Commission (FWC) catch-and-release best practices. When hook removal would unnecessarily stress or injure the fish, cutting the leader as close to the hook as practical is encouraged.
  • Triple Crown Scoring: Verified Tarpon are assigned a standardized score of 66 points (equivalent to a 5½-foot fish) for tournament scoring purposes.

4. Approved Measuring Equipment

MSC Recommendation

The Marco Sportfishing Club strongly recommends the use of a rigid bump board ruler whenever practical. A rigid bump board provides the most consistent and accurate measurements by positioning the fish's snout firmly against a fixed vertical stop.

Flexible Measuring Devices

A flexible measuring ruler or tape may be used when:

          • A rigid bump board is not available; or
          • The fish exceeds the length of the available bump board.

When using a flexible measuring device:

          • The ruler must be laid straight and flat alongside the fish.
          • The zero mark shall begin at the tip of the closed mouth or against the ruler's bump stop, if equipped.
          • The fish should remain as straight as practical without following the natural curve of its body.
          • The photograph must clearly show the entire fish and the complete measurement.
          • The measuring device must be clearly visible and legible.

Flexible rulers that incorporate an integral bump stop are acceptable.

5. Standardized Measuring Procedures

Except for Tarpon, fish shall be measured as follows:

    1. Head Alignment: Position the fish with its mouth closed. When using a bump board, place the snout firmly against the vertical stop. When using a flexible ruler, place the zero mark at the tip of the closed mouth (or against the bump stop, if equipped).
    2. Measurement Standard: Measure the fish according to the current FWC standard for that species:
        • Total Length (TL): Measure with the tail lobes pinched together.
        • Fork Length (FL): Measure to the center of the fork in the tail.
    3. Photography: Whenever practical, photograph the fish from directly above to minimize parallax error and clearly document both the head position and the measurement.

6. Measurement Accuracy and Rounding

Official measurements shall be recorded in ¼-inch increments.

The designated MSC reviewer shall determine the official measurement from the submitted photograph.

When a measurement falls between visible graduations on the measuring device, the reviewer shall estimate the measurement as accurately as practical before applying the following rounding rule:

        • Measurements less than ⅛ inch beyond a ¼-inch increment shall be rounded down.
        • Measurements ⅛ inch or greater beyond a ¼-inch increment shall be rounded up to the next ¼-inch increment.

The reviewer's determination of the official measurement shall be final.

7. Verification Decisions

The purpose of these verification procedures is to provide a fair and consistent method of comparing catches rather than laboratory precision.

If a submitted photograph does not clearly support the claimed measurement, the designated reviewer may adjust the official measurement or reject the submission.

All verification decisions made by the designated reviewer are final.

8. Ineligibility and Professional Restrictions

MSC maintains an amateur-only competition policy to ensure a level playing field for all members.

Charter and Guide Restriction

Any fish caught while fishing:

        • aboard a charter or head boat,
        • with an active fishing guide, or
        • during a guided fishing trip on any vessel,

is not eligible for entry into any MSC-sponsored competition, including the Leaderboard, Fish of the Month, Triple Crown, or any other MSC event.

Guide Eligibility

Active Guides (Ineligible):

Anyone who has conducted six (6) or more guided trips during the previous twelve (12) months or has previously worked as a full-time fishing guide (12 or more trips annually) in Southwest Florida.

Any fish caught while fishing with an active guide is ineligible.

Retired Guides (Eligible):

Former guides who have been retired for at least one year and have no current ownership, employment, consulting, or other business relationships with any Southwest Florida guide service remain eligible to participate.
